I wanted to oblige you, but the math says he was the eleventh best director of 1969 behind (in order) Peckingpah, Schlesinger, Hill, Costa-Gavras, Leone, Hopper, Pollack, Rohmer, Mazursky and Wexler.
Personally, I don't agree with the math, but what can you do ...
